Norbert Loba
President of the Frontline Foundation
A national and international security expert with over 25 years of experience in special services. He has held senior positions in the State Protection Bureau, the Internal Security Agency, and the Central Anti-Corruption Bureau. From 2015 to 2022, he was deputy head of the Internal Security Agency, responsible for counterintelligence, state economic security, and the national system for the protection of classified information. He was responsible for the organization and security of major international events, such as the NATO Summit in Warsaw and the World Youth Day. After leaving the service, he worked in the energy sector as an advisor to the board of PGE Polska Grupa Energetyczna S.A., responsible for the strategic security of energy projects, including offshore wind and nuclear power. Since 2025, he has headed the Frontline Foundation - an organization supporting the construction of a modern Polish security system based on transatlantic and European cooperation.
Maciej Materka
Chairman of the Board of the Frontline Foundation
Brig. Gen. Res. Maciej Materka is an experienced special forces officer and an expert in the field of national security and cybersecurity. From 2018 to 2022, he served as the head of the Military Counterintelligence Service, where he was responsible for protecting the Polish Armed Forces and allied troops from intelligence, economic and cyber threats. He also became the Minister of Defense's Plenipotentiary for Cybersecurity in 2020. Professionally, he has been associated with both civilian and military special formations - since 1999 he served in the State Protection Bureau, the Internal Security Agency. He was a co-founder of the Central Anti-Corruption Bureau. At the CBA, he served as the Plenipotentiary for the Control of Personal Data Processing, where he supervised the area of privacy protection. He has also held senior positions in state administration and key national security companies, including Director of the Security Department at the Ministry of Internal Affairs and Administration, Security Advisor to the Board of the Polish Security Printing Works, and Director of Security at KGHM Polska Miedź. For his contributions to strengthening transatlantic security and allied cooperation, he has received awards from the Defense Intelligence Agency and the United States Air Force Office of Special Investigations, including the prestigious DIA Director's Award and the Legion of Merit. Since 2025, he has chaired the Board of the Frontline Foundation - supporting the development of systemic solutions for the security of Poland and its NATO and EU partners. At the Foundation, he is responsible for the strategic oversight and development of counterintelligence, digital transformation and institutional resilience initiatives.
Artur Chodziński
Founder of Frontline Foundation
National security expert, long-time special services officer and university lecturer. He started his career as a journalist, and after graduating from the University of Wroclaw, he joined the Polish Special Services, serving both at home and abroad. He finished his career in the Central Anti-Corruption Bureau and retired in 2023. After leaving the service, he became involved in the development of security education - at the Nicolaus Copernicus University he created an original postgraduate program on national security and new forms of strategic threats. In February 2025, together with General Maciej Materka and Colonel Norbert Loba, he founded the Frontline Foundation - a think tank focused on strengthening Poland's institutional resilience and developing transatlantic relations in the context of a changing security environment. At the Foundation, his responsibilities include programmatic direction, expert cooperation, and development of educational and analytical initiatives, as well as investigating/countering disinformation targeting Polish interests.
